All of us who worked with Otis in the State Department and CSO Bureau are heartbroken. He was so good and he made such a difference. In every place he worked -- from Washington to Addis Ababa to Kampala to Lagos to especially Maputo (I presume his favorite?) -- Otis had this unique ability to overcome divisions and bring people together. He was always so cool and calm under pressure and working on some of the most difficult foreign policy issues. He never took himself too seriously and lifted up everyone around him. I will be forever grateful that I got to work alongside Otis, be inspired by him, laugh with him, and learn from him. We will all do what we can to honor his memory as we sustain his work for peace across Africa.
