Here's a short clip of Otis and me sailing together in May, 2023.  Otis was always up for an adventure and was a great sailing buddy!  He never lost that fantastic smile :-)

My prayers go out to the family and friends of Otis. Your smile was bright just like your mother's. There are no words that will express the loss that will be felt in your absence. May you rest in peace.
Otis's 100-watt smile will be missed daily by his colleagues and friends at CSO.  Otis's authenticity and kindness were a source of tremendous joy for us. You were a shining star Otis and we are struggling to comprehend your absence.

I was very fortunate to have gotten to meet a family member of our family tree that I had never known and now we meet for the first time. We meet again on our next Family Reunion Cruise going to Cozomel, Mexico. We as a family who knew him will forever miss his smile and carefree nature he had. This Cruise brought all of us closer together, and we learned even more about each other. Even though I only knew him for a year I must say that we were all blessed with his presence who did know him. 

RIP  Mr. OTIS JAMES HOLLOWAY

I met Otis in Mozambique in 2015 when he was on the Boren Fellowship. He was such an intelligent, curious, and kind person. He had a gentle spirit that had a positive, uplifting impact on everyone around him. My thoughts and prayers go out to his family and loved ones.

I met Otis through Black Professionals in International Affairs (BPIA) and State Department a few years ago.  Always smiling, very humble with a warm spirit. He was a thought leader and had so much potential. The diplomatic community is truly saddened by this loss.  My sincerest condolences to the Holloway family.
