James Walter Rome was born October twenty-six, nineteen hundred forty-seven, in Chowan County, Edenton, NC to the late Aaron Sr. and Jessie Mae Newby Rome, who preceded him in death. James was known to many as "Billy" , attended school New York. He later joined the United States Navy. After the Navy Billy returned home where he started commercial fishing alongside his brother Lloyd. He also had his hand in construction work which involved building …
