Born in North Albany on July 11, 1925, he was the son of George Allen Cinney Sr. and Lillian Campbell Cinney.

He was drafted into the United States Navy on his eighteenth birthday, in 1943, and served in the Pacific Theater of World War II as a radioman on the USS Houston. He took part in the Battle of …
