Charles Edward Stocklin was born on December 21, 1950 to the late Willie Marshall and Dealie Mae Stocklin-Jennings of Bryan, Texas. He was preceded in death by his brothers Milton Stocklin, Carl Stocklin, Gerald Moore, and Kenneth Cavitt. Charles confessed to Christ at an early age and was baptized at Galilee Missionary Baptist Church. Charles attended Bryan public schools and graduated from EA Kemp High School, Class of 1969.
