Bill's obituary
Bill was born on July 4, 1940 to Ameal and Charlotta Milligan of James Island, SC. After Bill graduated from James Island High School in 1958, he enrolled in the Coast Guard and studied Entomology.
In 1962, while serving in Boston, MA, Bill met Sandra Haworth. Bill and Sandy went on to have four children; Sherrie Moseley, Lynne Franks, William "Billy" Milligan Jr, and Vikki Scrughan. In 1970, Bill met Peggy Webber and had another son, Michael Milligan Crouch.
In 1967, Bill landed a job at Atlantic Pest Control on James Island as an Exterminator, kick-starting a job in Entomology; However, since 1977, Bill spent most of his career working as an entrepreneur. He ran a restaurant in Folly Beach SC, went into landscaping and painting for a few years on James Island, SC, co-owned a night club called Dubee's on James Island, co-owned a karaoke business serving in the tri-county area, ran another night club he called Mr. Bill's in Summerville, SC. He has also worked for the American Legion in James Island as well as the VFW in James Island and in Summerville. He retired in 2016 and has enjoyed spending his weekends at the Rocks Pond Campground in Eutawville, SC.
Bill was predeceased by his brothers, Ameal "Snookie" Milligan and James "Bobby" Milligan. He is survived by his sisters, Betty Pye and Ann Kuykendall, and by his 5 children, 9 grandchildren and 15 great-grands.
Bill will be cremated and a gathering in his memory will be held at Knuckleheads on Wednesday, January 4, 2023 at 7:00pm, located on Hwy 78 in Summerville, SC. In lieu of flowers, the family requests CashApp donations to $okihearya (or to venmo account @okihearya) to help with final expenses.
