Wayne E. Cooper was born August 19, 1931, in Clear Lake, South Dakota, to Charles and Amelia Lutterman-Cooper. He married Rosemarie M. Stalcar on June 19, 1954 in Waukegan , Illinois. Wayne Cooper was a U.S. Army Korean War Era Veteran and also served in Germany during the Berlin Air Lift. Wayne Cooper lived in the Twin Lakes Area for 46 years after moving from Waukegan, Illinois.
