Voil was born on February 25,1966 to the Union of Obie Bartlett & Corine Bartlett in Tulare, Ca.
He attendant Golden State junior high and South high high school.
Preceding him in death Father Obie Bartlett, Mother Corine Martin . He leaves to cherish his memory 2 Brothers.
