Richard Neilsen ll, 48, of Norfolk Virginia transitioned on Saturday, November 25, 2023. A celebration of life will be held, The details are pending. Richard is survived by his three children Richard, Brittany, and Brianna Neilsen, his four sisters, Roberta Hipps, Paula Lane, Margaret Wilson, and Sherry Neilsen-Shirley nieces Talia and Marissa Lane, nephews Michael and Antonio Hipps, and Harry Neilsen, as well as many friends through out the city of Norfolk. Richard was a wonderful person with a heart the size of Texas, and will be deeply missed by everyone who knew him. Richard loved the Redskins, his family and friends. He never knew a stranger and would help anyone he could. He had the sweetest soul, was very charismatic and charming, and loved everyone he met and was loved back in return. He will be deeply missed.
