Reginald L. Ruffin, Sr., died on 13 June 2023 at his home in Portsmouth. Mr. Ruffin was born on 2 April 1932 in Norfolk, Va. No one who met Reginald (Reggie) forgot his infectious passion for history, faith, and family. He was active in his community and his church.
