Joan Marie Carter April 4, 1932–July 17, 2022 in Livermore, California.
Joan passed away quietly in her sleep, Sunday morning July 17th, from natural causes. Joan was born in San Francisco to Peter Commins and Rose Marie Commins(Barbano). Joan, the youngest of three, was raised in San Francisco and attended Balboa High School. Growing up, she enjoyed all that the city had to offer–surfing with her brothers at the local beaches, ice skating and swimming …
