Janice was born in Minneapolis, Minnesota, on February 16, 1939, to Willard J. and Luella Lucier. She lived in Minneapolis for the first 18 years of her life, attending Jenny Lynn Elementary School and Patrick Henry Jr. and Sr. High School graduating in 1957.
