Garland William Floyd was born April 17, 1956 to parents Lola Garland Floyd and Cluiss William Floyd, both preceding him in death. He also has one sister, Gerri Floyd in Chicago. A cherished Chicagoan and Fisk University alum in Political Science, Garland enjoyed a vibrant journey that spanned from the bustling streets of Chicago to the heart of Oklahoma City.
