Frank was a dear friend to all who knew him. During his career, he did so much to enable services to the developmentally disabled and consulting and aiding in establishing agencies and programs across the state of Maine. He was an enabler, advocate and mentor to the disadvantaged and disabled and a kind and gentle man. Born in a small town in North Dakota, he received his education at the University of North Dakota, the University of Michigan and the University of Massachusetts. He also served as Assistant Professor of Human Services at the University of Maine Bangor campus and Assistant Principal at the Lakes Region Middle School in Naples, Maine.
