Frank was a dear friend to all who knew him. During his career, he did so much to enable services to the developmentally disabled and consulting and aiding in establishing agencies and programs across the state of Maine. He was an enabler, advocate and mentor to the disadvantaged and disabled and a kind and gentle man.
