He is survived by his mother Della Frazier brother Jimmy both from Culpeper, sisters Debra Buchanan and husband Jake of Bealeton, Jackie Blankenship of Culpeper, Beverly Gaskins of Culpeper,Donna Frazier of Lynchburg and Cindy Schiller and husband Mike of Texas. He was preceded by his father John Frazier, and brother Johnny Frazier, his grandparents, uncles, and two brothers-in laws Richard Blankenship and John Gaskins. Elmer has a lot of nieces and nephews, cousins and a lot of friends. He has lots of aunts and uncles. He will be missed by everyone.
