In Loving Memory of David Kenneth Brock

It is with profound love and enduring gratitude that we celebrate the life and legacy of David Kenneth Brock, affectionately known as “Ken” my cherished domestic partner of 14 years and my dearest friend and Lover for 22 years. Ken was born on September 28, 1966, in Savannah, Georgia, the son of Wayne and Kathy, Kicklighter Brock of Apollo Beach, Fla. ,Ken’s journey through life was one marked by compassion, brilliance, adventure and activism.
A graduate of Niantic-Harristown High School, Millikin University, and McGeorge School of Law, Ken also served honorably in the United States Air Force.
Ken and Richard Miller were united in a lifelong domestic partnership commitment to one another on May 11, 2010, a day that would forever symbolize our love, loyalty, and partnership. Together we shared a beautiful life filled with laughter, purpose, and countless memories — from skiing the snowy mountaintops of the Sierra Nevada to rafting and kayaking the wild white water rivers, hiking mountain trails, camping under the stars, or riding horseback and ATVs through the rugged beauty of the Sierras. Whether walking along the crashing waves of the Pacific Ocean or simply sitting at home watching TV and making s’mores by the fire, every moment with Ken was a gift — a reflection of a love that made life richer and more meaningful.
Beyond his warmth and adventurous spirit, Ken was a passionate advocate and brilliant legal mind who devoted much of his life to helping others. It was through his legal expertise and compassion that he helped shape the medical cannabis movement in California. With integrity and determination, he played a central role in establishing the first permitted medical cannabis dispensary in the City of Sacramento ( All About Wellness) opening doors for safe and regulated access of cannabis for patients in need.
Ken went on to assist countless others throughout the state — from dispensary operators to cultivators and collectives — always guided by his deep sense of justice and service. He later founded The Brock Law Group, APC , a firm recognized for its excellence in land use, medical cannabis patient rights, corporate entity formation, and trademark law. His influence helped shape a developing industry built on care, responsibility, and fairness to all medical patients.
Continuing his lifelong commitment to public service, Ken later served as a Senior Attorney for the California Department of Healthcare Access and Information, focusing on expanding healthcare accessibility and affordability for those most in need. His work reflected not only his intellect but also his unwavering compassion for humanity and dedication to helping others.
Ken’s legacy lives on through the lives he touched, the causes he advanced, and the love he shared. Though we are separated for now, his spirit soars freely above — a white dove in the heavens — symbolizing peace, freedom, and eternal love to all that look up into the sky and remember Ken.
