Charles's obituary

Born “Ralph Wagner” on February 12th, 1948, in Warren, Ohio, Charles was adopted at 18 months of age by David and Margaret Millard of Poland, Ohio. He attended Poland High School, a graduate of the class of 1966. Chuck, who was a star basketball player and the prom king, had charm and charisma that could fill any room that he entered.  His role as bass guitarist and lead vocalist in the “Stepping Stones” band led to his marriage to a starry-eyed Patti Dulovich in 1969. Chuck moved to Florida shortly after his daughters, Michelle Millard and Cheri (Millard) Constantino-Shor, were born in 1970 and 1972.

Chuck had a hearty laugh and a booming personality. He was smart, creative, and entrepreneurial. He was most proud of attaining his instrument-rated pilot’s license at age 21. He also became the Creative Director of Marketing of Silk Greenhouse, strummed his bass guitar, and sang in a multitude of local bands and even held a stint as a preacher at a local Christian church.

Chuck had a near life-long struggle with substance use. While relationships were difficult for him as a result, there was never a doubt that he adored his daughters and his grandchildren (Ally, Emma, Lena and Luca) from Seattle, WA. He was so proud of his family and would bend anyone’s ear who would listen to his tales of them.

While Chuck experienced a lengthy decline in health over the past decade, the last six months of his life were a gift to many at Lake Gibson Village Health and Rehab in Lakeland, FLA. Chuck was loved and adored by the staff there as well as the wonderful team from Good Shepherd Hospice. Under their tender care, he blossomed. His charm and wit were appreciated and his life-long ability to have women profess their undying love in a matter of days resurfaced for a bit. In his final years, Chuck learned the identity of his biological family. Shortly before he passed away, he was able to speak by phone to his half-sisters from Ohio, Joyce Fleming-O’Hara and Lee Anne Roberts. The knowledge of his birth mother and father (both deceased) and the warm acceptance of his sisters gave him a tremendous sense of peace. He died knowing that he was loved on July 26th, 2021.
