Born “Ralph Wagner” on February 12th, 1948, in Warren, Ohio, Charles was adopted at 18 months of age by David and Margaret Millard of Poland, Ohio. He attended Poland High School, a graduate of the class of 1966. Chuck, who was a star basketball player and the prom king, had charm and charisma that could fill any room that he entered.
