Cesar initially settled in Winnipeg, Manitoba, before eventually moving to Calgary, Alberta. He built a successful career with Canadian Pacific Railway (CP Rail), where he was admired for his strong work ethic, technical expertise, and reliability. His contributions to the railway industry and the colleagues he supported left a lasting impression.

He was married to Lydia Cabales Villamor, with whom he shared a lifelong partnership rooted in love and faith. Together, they nurtured a close-knit family that included their two children, Maria and Edwin, nine grandchildren, and two great-grandchildren.

In his community, Cesar was known as a generous and steady presence — always ready to lend a hand or offer guidance. Often remembered for giving his last dollar to those he loved, his legacy endures not only through his professional work but through the families he united and the values he lived by every day.
