Who is in charge of this place now, I've never seen it look this bad.

The cemetery looks no worse than any other local cemetery if there has been a lot of rain in the area. When weather permits the cemetery is always neatly and properly mowed and trimmed.
What are the hours? It says 8-8 but has been closed around 5:30 the couple times I have been there

The cemetery hours are 9am - 8pm (weather permitting) during summer, and 9am-6pm during winter (weather permitting). The cemetery has never been closed at 5:30 pm unless it was winter time during bad weather.
