Are we allowed to bring a couple bags of top soil (from Lowes or Home depot) to level our family plots and make grass on it greener eventually? John H

If you will provide the name of your loved one, we will issue a work order to have the grave spaces leveled. We are now in November and the grass will not be green much longer any where in our park.
Is there rules about unwanted gatherings at a plot. I am the owner of a plot and i do not wish to have people to have larger gatherings at this site . Can anyone promote a large gathering without my consent?
