Who do we contact for information regarding remaining plots in the Mason Cemetery in ARP for the Patterson family?

I am awaiting for my Mom's headstone to be placed on her plot next to my Dad, James Floyd Davis. He had bought 4 plots in 1975 when my youngest brother, Gary Dale Davis passed away.
The headstone place said most cemeteries will allow a family member to place ashes in the urn by themselves as long as the hole is 6ft deep and 2ft from the headstone.
What is your policy? We are on a fixed income and placing her ashes by a family member would save a lot. The headstone itself is more expensive now days.
What would you charge if we aren't allowed to do it ourselves?
