Is planting grass at a graveside allowed?

No person shall plant or place in any portion of the cemetery any tree, plant, shrub, vine or flowers without the cemetery caretaker’s permission and instructions.
I'm looking to have a Floral spray to be delivered to the cemetery on Sept 28th for a graveside burial. Ceremony will be held the following morning Sept 29th at 11am.
I would like to know if Flowers would be accepted by someone and held until the following morning and placed at the graveside prior to the ceremony? I look forward to hearing from someone that can help. Thank you
