William "Bill" Villegas passed away peacefully on February 12, 2025, in Rancho Mirage, California, at the age of 73. His final moments were spent surrounded by the love of his devoted daughters.
Born on October 22, 1951, in Los Angeles, California, Bill was the son of Michael Villegas and Elena Arriola. One of six siblings—Mike, Gloria, Annette, Steve, and Vicky—he shared a particularly close bond with his sisters, always looking out for one another throughout their lives.
Growing up in Southern California, Bill embraced the coastal lifestyle. A graduate of Carson High School, he often reminisced about being a "surfer kid," proudly comparing himself to the Beach Boys. His love for music spanned across genres, from classic rock and jazz to Motown, disco, funk, and reggae—a soundtrack that accompanied him throughout his life.
In 1971, Bill was drafted into the United States Army. Stationed at Fort Carson in Colorado, he earned certification in the Battalion Drivers Training Course and was awarded the National Defense Service Medal for his service during the Vietnam War. He took great pride in following in his father’s footsteps as a veteran who had served during World War II.
In 1978, Bill experienced one of his greatest joys—the birth of his daughter Nichole "Nikki" Lynn Villegas (now Arvallo). In 1989, he welcomed his second daughter, Ronica "Roni" Estelle Villegas (now Villegas-Lopez). Fatherhood brought him immense happiness; he deeply loved his daughters and made sure they always knew how much they meant to him.
Bill had an artistic soul and a mind that thrived on knowledge. He spent hours drawing and painting—expressing himself through art and once considering a career as an architect due to his fascination with designing maps. With an exceptional memory and a passion for history and geography, he could navigate anywhere as if he had a map imprinted in his mind. His curiosity about the world never faded. Eventually, he pursued a career painting houses—a trade that combined his keen eye for detail with his hands-on skills. He excelled in this field and took great pride in his work. Bill was often described as handsome and charming but also carried a perfectionist streak that sometimes led to stubbornness.
Later in life, Bill moved to Palm Springs, where his painting career flourished. It was there that he met Eileen Anne Phelan—the love of his life. Their love story unfolded like something from a movie; upon seeing her across the room for the first time, he knew he had to meet her. Their connection was instant and undeniable. They married on November 23, 1996, and built a beautiful life together in La Quinta, California. Bill and Eileen shared many adventures—traveling cross-country to visit different states including Michigan (Eileen's home state), flying to Hawaii together, and camping under the stars along their journeys. Their home became their haven; Bill took great care in remodeling it himself to give Eileen the house of her dreams. They also shared their hearts with their beloved pets—a German Shepherd named Baron and later a teacup Yorkie named Patti.
As a devoted father, Bill always made time for his daughters despite distance or circumstance. He frequently traveled from La Quinta to Los Angeles to spend weekends with Roni, and ensured she spent school vacations with him whenever possible so they could create cherished memories. When Nikki went off to college and later purchased her first home, Bill was there helping move her in and making repairs so she would have a place she could truly call her own. Over the years that followed, he proudly walked both of his daughters down the aisle, and in 2015, Bill's heart grew even fuller when he became a grandfather—a role he embraced wholeheartedly. Bill eventually became a grandfather to four grandchildren: Samuel Joseph (9), Elena Rose (7), Killian Reign (5), and Rowan Grey (3). He often told Eileen how proud he was of his daughters and how beautiful his grandchildren were.
Though life brought its challenges—including illness that eventually became terminal—Bill faced everything with resilience and love. After Eileen’s untimely passing, grief weighed heavily on him; yet through it all, his daughters remained steadfast by his side until his final moments.
Bill will be laid to rest at Riverside National Cemetery alongside Eileen with full military honors—a fitting tribute for a man who dedicated himself to both family and country.
Bill is survived by his daughters Nikki Arvallo and Roni Villegas-Lopez; siblings Mike Villegas, Gloria Blechinger, Steve Villegas, and Vicky Chacon; as well as his adored grandchildren Samuel Joseph Arvallo, Elena Rose Arvallo, Killian Reign Lopez-Villegas, and Rowan Grey Lopez-Villegas.
He is predeceased by his wife Eileen Anne Phelan; sister Annette DeCastro; parents Michael and Elena Villegas.
