William "Billy" Phillips, 59, of Deltona, FL, passed away on November 29, 2023 after a long battle with heart disease.
Billy was born on August 2, 1964 in Los Angeles, CA. He grew up in Decatur, IL and would eventually settle in Central FL with his family. Billy was a loving father and grandfather.
