In Loving Memory of Victoria Gilbert Stephan

December 25, 1959 – May 1, 2025

Victoria Gilbert Stephan, 65, of Moncure, North Carolina, passed away peacefully at her home on May 1, 2025, surrounded by her loving family and closest friends. She left this world in the embrace of those who cherished her most, leaving behind a legacy of love, laughter, and a life lived to the fullest. Born on Christmas Day in Highbridge, Maryland, to Teresa Hartman and the late Perry Gilbert, Victoria brought light and joy into the world from the very beginning.

Known to most as Vicki, she was a woman of remarkable spirit and a boundless heart—a devoted Wife, Mother, Mimi, Sister, Aunt and Friend, whose warmth and generosity touched everyone she met. Her life was a tapestry of adventure, creativity, and dedication, woven together with grace and grit.

After graduating high school, Victoria began her professional journey as a parts clerk with her father at FreeState Cycles in Bladensburg, before becoming a dispatcher in the construction industry. Her sharp mind and tenacious work ethic soon led her to a career in the federal government, where she served with pride at the Daughters of the American Revolution and later at the U.S. Department of Education.

But perhaps one of the most meaningful chapters of her life began when she married her beloved husband, Kevin Stephan. Together, they built not only a beautiful life but also a successful family business—JSTR and K&R Concrete—where Victoria’s keen organizational skills, intuition, and unshakable positivity helped guide the company to lasting success. She was truly the heart of the operation, ensuring both the business and its people thrived.

Above all, Victoria was a devoted mother. Her son, Nicholas, was the absolute highlight of her life—her pride and joy, and the source of her deepest love. That love only grew when her granddaughter Gianna was born, bringing a new kind of happiness that filled her heart in ways words could never fully capture.

A creative soul, Victoria had an extraordinary eye for photography—always with a camera at the ready to capture life’s moments, big and small. Her love for the tropics, beaches, palm trees, and sunsets reflected her passion for beauty, serenity, and wanderlust. Whether she was riding her motorcycle down a winding road or simply soaking in the splendor of nature, she embraced every moment with enthusiasm and awe.

Victoria’s radiant smile could light up a room, and her kindness left an impression on all who had the honor of knowing her. She was a guiding light in the lives of many—always ready with a warm hug, a listening ear, or a word of encouragement. Her legacy of love, adventure, and resilience will continue to inspire all who were lucky enough to call her family or friend.

She is survived by her loving husband, Kevin Stephan; her cherished son, Nicholas DeVaughn (Eugenia); and her precious granddaughter, Gianna DeVaughn. She also leaves behind her beloved stepdaughter, Jinnifer Stephan; her treasured mother, Teresa Hartman (Jim), her devoted sister, Teresa Corelitz (Jeff); her stepbrothers, David Hartman and James Hartman; her stepsister, Elizabeth Hartman-Smith and half-sister Elaine Feather (Larry), and all of her beloved nieces and nephews.

Victoria was preceded in death by her father, Perry Gilbert and her half-sister, Diane Smith (Paul).

A celebration of Victoria’s extraordinary life will be held on June 21, 2025, in La Plata, Maryland. All who knew and loved her are invited to gather in remembrance of this one-of-a-kind woman whose light will never fade.
