Victoria's obituary
Victoria (Ann Rembock) Calvert Chapman, of Sarasota, Florida, died on June 28, 2025. A beloved mother, grandmother, and wife, she was born in Baltimore, Maryland, but grew up in Avon, Connecticut, with eight siblings —Regina (deceased), Maggie, Madelaine, Stella, Polly, Joseph, Michael, and Frankie (deceased).
Victoria moved her sons to Northern Virginia in the 1970s where she became a highly respected expert on U.S. energy and agricultural issues in Washington, serving in key trade association, law firm, and government roles in the Carter and Reagan Administrations. Victoria was one of the first women to testify before Congressional Committees on energy issues in the late 1970s. She served as President of Women in Government Relations and taught graduate level government courses at American University.
An avid musician and ballroom dancer, Victoria became active in competitive ballroom dancing in Northern Virginia and Sarasota, Florida, where she retired. She won numerous dancing recognitions and awards, and was featured in the 2003 motion picture, “Head of State.”
Victoria also loved cats and parakeets and was a dedicated mother to her sons, Joseph, Donald, and Roland, their spouses/significant others Tikinia McPhail Calvert and Donna Donella, and her five grandchildren—Madison, Kaitlyn, Anya, Jordyn, and Jaiden. She bequeathed a Yamaha baby grand piano to Jordyn and Jaiden to continue the family’s musical heritage.
Victoria will be missed for her smile, humor, and grace; she leaves behind a legacy of success and joy to her sons and grandchildren.
Memorial services for Northern Virginia and Connecticut are being planned.
