I met Victor in the 1980s here in Miami.   He had moved down from Baltimore after working on the transit system there.   He came here to work on the Miami-Dade Transit (MDT) System that was just starting.   In Jamaica, he attended Kingston College situated on North Street (southern side) & I had attended St. George's College (STGC) on North Street (northern side).   Because of this, we became friends.   Victor was the Resident Engineer on the contract to provide all the prestressed concrete girders needed to complete the MDT system.  In Miami-Dade County, these girders were the first ones to be of the double-tee type to span the concrete columns, placed from Dadeland North to Okeechobee Road.   They were fabricated at the plant located @ the big bend on State Road 826.  Then they were transported by tractor trailer to their respective sites & erected in place.   Because he was strict but fair with all the contractors he supervised, he was respected by all.    Because of the diligent work by Victor and all the other Caribbean staff members, the  entire MDT System was completed "on time" & "under budget".    The MDT System comprised of many multi-million dollar contracts.   MDT will forever be grateful to Victor for his part in this construction.    May he rest in eternal peace in the Risen Lord !!!   Walk good, my  brother & friend !!!
