Thomas “Scott” Blackard was born in San Antonio, Texas, and raised in Burnet, where he was known early on for his determination, compassion, and steady presence. From a young age, he was drawn to serve—motivated by a deep sense of duty and a desire to protect others. After graduating from Burnet High School, he enlisted in the United States Army, embracing both the honor and sacrifice that came with wearing the uniform.
