Roy Jeffery Rugger, 42, passed away on 11/09/1973 in Winona, Minnesota at Winona State University. He resided in Winona for five years, but lived in Madison, Wisconsin for the years before. Rugger was a former swimming coach at Winona State University and will be greatly missed by the students and staff. He is survived by his grandmother, Ann Oakley, and his beloved dog, Sammy. There will be a memorial on 11/19/1973 at 2pm by the WSU Clock located on the college campus. Please feel free to bring photos, flowers, or anything to honor the life of Roy Rugger.
