Neal was born on June 5, 1950 in Liberal, Kansas to Waldo and Lucy (née Rundell) Graber. He studied engineering at the University of Kansas, from which he graduated in 1972. He married Jana Muchow on January 7, 1978, and they were married for 41 years. He devoted more than three decades of his life to active and lay ministry as a church planter, pastor, and Bible teacher. Neal was an avid reader of historical non-fiction. He loved Jayhawk basketball, gardening, fishing and camping in the Rocky Mountains of Colorado—and pie!
