Milagros Burgos Maldonado was born in Puerto Rico in 1936. Milagros was born in Manati, Puerto Rico, to Petra Maldonado and Adrian Burgos. She spent her early years in Manatí, Puerto Rico with her parents and siblings. Her father was an itinerant farm worker who worked in the pineapple fields and her mother was a housewife. In her early adolescence, due to her father's declining health, her family moved to the San Juan area, where she and her older siblings found work to help support their family. She and some of her sisters worked in a shoe factory. It was there, in church, that she met her future husband Victor, who made promises to come back for her and marry her after he had made plans to relocate to New York. He followed through on his promise. They were married July 9, 1955 in Barrio Obrero, Santurce, Puerto Rico. They moved to New York in 1955, shortly after their wedding. There, she and her husband had and lost her first child in infancy due to a sudden unknown illness. Following this loss, the family moved to a new apartment where she later gave birth to Dan, Victor, and Damaris. Later the family moved to Ridgefield Park, New Jersey, where other children were born. Later, in the early 1980s, she and her family moved to Sussex, New Jersey, where she and her husband remained until after his retirement. Following his retirement, they relocated several times to Pennsylvania, Puerto Rico, South Carolina, and finally Florida. She was a faithful and dedicated wife to a pastor, beloved by her family, the congregation, and those who met her.
