I knew Mrs. Carter in Lagos. She was a teacher at my school and a friend of my parents. I recall her staying with us when my parents weren’t in town, but, more than anything I remember her fun nature and kind spirit. I wish I had known because I would have definitely wanted to celebrate her life. I am so sad to hear of her passing hit know she is with the angels. 

Lynn and Stacey, please no that you are not alone we are here for you.  So please let us know if there is anything we can do to help you.  We are family and we are here for you at anytime.  Hess and Family

Aunt Billye  will miss you I loved coming to visit as teenage, you always saw to it that we had a good time.  My mother loved having you as her sister-In-law.  You are now together in heaven and I know that you both are fine

Mrs Carter was one of the most important people I met when I came to work at Western State Hospital.

She introduced me to NAMI and was a wonderful representative for the local branch—the Citizens Guild.

I was deeply saddened when I heard the news of Billye's passing.  My adoration and attachment to  Billye - a phenomenally innovative educator - began when my  Chicago wings flexed, relocated and landed me on Billye's  runway of stellar career practices in Tacoma School District! That "landing" may have  simply defined us as colleagues but Billye and I quickly leveled-up to a friendship which eventually gave us extended family status.  Billye knew NO STRANGERS so my family and I quickly met new folks and Billye had us creatively finding time to volunteer!  Like countless others, three  generations of Lawsons have been encouraged and strengthened by the  liberating  wisdom, example and uncompromised global  journey of Kathleen "Billye" Carter.  What was different about Billye's practices, is that she was a content developer (ahead of her time!) and whose visionary practices raised the instructional/learning bar for countless students and teachers in multiple cities -  stateside as well  as in AFRICA and Europe.   Billye's untiring desire to embrace ALL humanity made her an influencer who could either LEAD or FOLLOW when it was time to move forward.   We will miss our BELOVED BILLYE but God has commissioned  this hard working saint to  transition from  this world and to ride  HIS majestic wings to eternal rest.  So .  .  .  Until we again meet, Rest in PEACE and LOVE my forever  "Sistah"!

To Billye's "village of kin"  - better known as her immediate family,  we pray GOD will provide, PEACE, GUIDANCE and COMFORT in the days ahead.

I first met Billye when I was serving as the Ombudsman at Western State Hospital. The superintendent asked that I meet with her about restarting  a National Alliance on Mental Illness (NAMI) Citizens Guild office on campus. Billye was enthusiastic and dedicated, she was a fixture in the lower level of the main building near the Volunteers Office, she donated many hours.  I enjoyed visiting with her. We attended a Statewide Conference on Behavioral Health and NAMI meeting together in Yakima, I drove and we took the route back through Leavenworth and stopped at Applets and Cotlets.  I invited her to speak with patients in the forensic treatment center, she brought memories from her teaching experience in Africa.  I was able to see some of her treasures at her home on Clover Park.  I visited her after her stroke at a rehab center and did some of the suggested speech exercises with her.  I visited her several times at the Laurel House, she always gave a great smile.  Billye had a signature look with embellished nails, gold details on one hand and silver on the other.  I was able to connect her with Mary's Nails in Lakewood where she was a beloved customer.  She was a true treasure and great supporter. I am not able to attend in person because the memorial is the same day as the NAMI Washington Conference which I am attending.  I will share about Billye and appreciate that NAMI WA is a suggested charity for benevolences.

The Hinchen Family would like to express our sincere condolences with the passing of the wonderful, beautiful and intelligent Billye Carter. She was a blessing to our family from the momment Maxine came to Washington State. She embraced Polly and Ann immediately also. Billye was like a second grandmother to Shulette who cherished her like no other. All the memories can not fit in this box, but know she was a shining light to all she encountered with a smile that could be seen miles away.  We want Lynne, Bruce and Stacey to know that we love you and we are here for you always.

Billye was always so sweet and cheerful. I had the pleasure of spending some very enjoyable times with her on numerous occasions. No matter how much time had passed between seeing her, she always made me feel good with her welcoming smile. My condolences to the family
