Jeri M. Payne was born in Portland, Oregon on June 5, 1943 to Erwin and Arline (Thompson) Jacobson. Jeri was the second daughter born. While both girls were quite young, their parents divorced and each remarried. Erwin and his wife bore a son. Arline married John B. Payne, who became the girl’s legally adopted father.
