Jeffrey was born on December 21, 1964 to the late Ferdinand and June Cleland ( formerly Guiney). After graduating from Warren Woods Tower High School he met his late wife Valerie Cleland ( formerly Cool), and they wed in 1984, going on to have 2 children, Alan and Heather Cleland.
