Gene was born on March 13, 1956 in Washington D.C. to Frank Floyd Connelly and Barbara Dean Connelly. After graduating Suitland High School, he became an electrical apprentice and electrician, working for Frank F. Connelly Inc., then Hi Tec Electric in Mechanicsville and Barrett Electric in LaPlata.

[Frank was predeceased by his father Frank F. Connelly and mother Barbara Dean Connelly, He is survived by his brother Dennis, sister in law Carol Lipkey Connelly , nephews Dennis James Connelly and his sons James and Johnathan ;nephew Brian Joseph Connelly, his wife, Jennifer Copsey Connelly and their children, Joey, Jordan, Brandon and Emily.
