Elmo Jose Andam was born on March 27, 1939 in Dingras, Ilocos Norte, Philippines – a municipality south east of Laoag City – to Encarnacion Llanes Jose Andam and Pablo Coloma Andam. He was the middle of three brothers, the eldest – Prospero, and the youngest – Precious. Elmo was educated at Gabaldon Elementary School and then Dingras High School.
