Frances Māhealani Kekai Baltran (Beltran) Requilman Camp was born on May 16, 1946. She was raised in Papakōlea, Oʻahu surrounded by a dozen sibilings and many dozens more cousins. She was the daughter of Sarah K. Kekai, a manaleo, nurse, and traditional Hawaiian midwife, and John B. Requilman, the first licensed Filipino general contractor in Hawaiʻi.
