Can I get this and put it permanently?

Yes, the stone can be placed permanently. But from your previous question, I would really recommend asking your cemetery first about their requirements for permanent headstones. Some of them may allow only upright stones, or stones made from pink granite, etc. It is always a good idea to ask them about stone dimensions, thickness, and color.
Do the cemetery will charge me to put this tombstone in my daughter grave?

This question should be addressed to your cemetery. Some of them charge, some of them don't... It really depends on their policy and rules.
Could this be set in a foundation and made into a double marker for husband and wife

Our markers are typically used in flat position (as opposed to upright), and you can put them, in that position, on any kind of foundation.
Some of our customers embed our stones in a pre-cast cement foundation, and it looks very good.
If you would like to engrave a double photograph of husband and wife, absolutely - we can do that. For double photographs, we recommend that you use larger sizes that we offer, in the "landscape" form factor, such as 16x10 or 18x12.
